More inches per unit volume.
It's quite complicated, and depends on suface tension, viscosity, and "wetness" (as BassMan put it in a thread a
while ago) etc.
I think that base in SOE (di-propelene glycol?) give the greatest volume per inch, then
alcohol, then water.
