It is not posts that get rated, but threads.

Every registered user can rate threads. Just look at the bottom of this page and you will see how.

Is it useful? I don\'t know... A long time ago (before May 2002) we used to have a forum where you could give a thumbs up or down to each post. I didn\'t like that. This system is a little bit better, but I believe the admin (Bruce) can turn it off when it doesn\'t work well...
