Do people still get the

little messages saying they received a reputation point if their rep is disabled?

Nope, I got a rep of -1, but

never seen the message. Didn't even know I had it until Bruce said that everybody in the thread had been given

some. I go to the UserCP and it doesn't show anything about reputation points.
